WYOMING COUNTY SHERIFF’S REPORT/Pair facing drug charges after traffic stop in Covington

Both occupants of a vehicle were arrested for drug related charges following a traffic stop on Route 63 at Boyd Road in the Town of Covington on July 19, 2020.

Devin B. Carleton, 19, of Albion, was the driver of a 1998 GMC Sierra pickup truck, and Roger A. Kingdollar, III, 20, of Holley, a convicted felon who was also on probation, was the front right passenger of the vehicle.

The GMC Sierra was pulling a 1997 Ford F350 pickup truck behind it which was driverless and had no registration. Both vehicles were observed swerving in and out of traffic in an erratic manner, and multiple other traffic infractions were observed.

A traffic stop was initiated, and it was discovered that the GMC Sierra was displaying switched license plates, and Carleton was found to have a permit only with no valid supervising driver.

Drug paraphernalia was observed in plain view, and at that time a roadside investigation was conducted. Concentrated cannabis, marijuana, a marijuana bowl, a marijuana bong, and a digital scale were located inside the vehicle.

Kingdollar was taken into custody for drug possession.

Carleton performed poorly on standardized field sobriety testing, and was subsequently taken into custody for DWAI/ drugs.

The trucks were both towed from the scene, and both perpetrators were taken to the Wyoming County Sheriff’s Office for processing.

Deputy Michael Phillips, a Drug Recognition Expert from the Livingston County Sheriff’s Office, assisted at the Wyoming County Sheriff’s Office by conducting a drug influence evaluation of Carleton. Deputy Phillips found Carleton to be impaired by cannabis and to be unable to operate a vehicle safely.

Driving While Ability Impaired by Drugs, Criminal Possession of a Controlled Substance in the Seventh Degree, Unlawful Possession of Marihuana in the Second Degree, Obstructed View, Unregistered Motor Vehicle, Switched Plates, Moved From Lane Unsafely, Unlicensed Operation

Both Carleton and Kingdollar were processed through the Wyoming County Jail and released to a sober third party. They were both issued appearance tickets to answer the charges in the Town of Covington Court at a later date.

Andre S. Johnson-Winslow, 24, of NY,NY, was arrested following a traffic stop on State Route 20A in the Town of Orangeville on July 19, 2020.

Johnson-Winslow was stopped for a violation of the “move over law” while passing a stopped police vehicle with its emergency lights activated.

Johnson-Winslow was found to have three active suspensions for failure to answer tickets or pay fines.

Johnson-Winslow was charged as follows:

Aggravated Unlicensed Operation in the Second Degree, Failure to Exercise Due Care for Stopped Emergency Vehicle, and No Turn Signal.

Johnson-Winslow was issued an appearance ticket roadside, and he is scheduled to answer the charges in the Town of Orangeville Court at a later date. The vehicle was removed from the scene by a valid driver.

Daniel R. Tillotson, 34, of Buffalo, was arrested following a traffic stop on Route 20A in the Town of Orangeville on July 20, 2020.

Tillotson was stopped for speeding, and an odor of an alcoholic beverage was detected coming from within the vehicle. Tillotson performed poorly on standardized field sobriety testing and was subsequently taken into custody for DWI.

Tillotson’s vehicle was towed from the scene, and he was taken to the Wyoming County Sheriff’s Office for a breath test. He was additionally found to be operating on a conditional driver’s license pursuant to a separate pending DWI court case.

Tillotson is charged as follows:

Felony Aggravated Unlicensed Operation in the First Degree, Driving While Intoxicated, Driving With .08% BAC or Higher, Consumption of Alcohol in a Motor Vehicle, and Speed Over 55MPH.

Tillotson was issued an appearance ticket to answer the charges in the Town of Orangeville Court at a later date. He was then released to a sober third party.
