WYOMING COUNTY SHERIFF’S REPORT/Two-time convicted felon held without bail after traffic stop in Warsaw

Brandon L. Constance, 29, of Buffalo, NY, a two-time convicted felon currently under the supervision of NYS Parole, was arrested and held without bail following a traffic stop on Dale Road in the Town of Warsaw on March 3, 2022.

Sheriff’s Deputies conducted a traffic stop with Constance, and he was taken into custody, and a safe and sober driver for the vehicle was located and the vehicle was removed from the scene. Constance was then taken to the Wyoming County Sheriff’s Office where he was arrested for DWAI/drugs following a poor performance on standardized field sobriety testing. A Wyoming County Sheriff’s Office Drug Recognition Expert responded and conducted a drug influence evaluation, and Constance was determined to be impaired by a drug and unable to operate a vehicle safely.

Constance was also charged with aggravated unlicensed operation 1st degree, a class E felony, DWAI/drugs, first offense, and unlicensed operation. He was arraigned in front of Justice Bogert of Perry Town Court. Due to having two prior felony convictions, Constance was committed to the Wyoming County Jail without bail. He is scheduled to return to Warsaw Town Court on March 21, 2022, for further proceedings.

On March 1, 2022 at approximately 5:42p.m., a deputy from the Wyoming County Sheriff’s Office responded to Silver Lake Road in the Town of Perry for the report of a one car motor vehicle accident.

After investigating the accident and speaking with the operator of the vehicle, Cassidy Debien 32, of Perry, the deputy observed signs of suspected drug impairment. Debien did submit to field sobriety testing, which she performed poorly and was subsequently arrested for DWAI/drugs. At the time of the accident, Debien was operating on a conditional driver’s license as a result of a conviction for DWAI/drugs in November of 2021.

She was transported to the Arcade Police Department where she did submit to a Drug Influence Evaluation, conducted by a certified Drug Recognition Expert. Following the evaluation, the Drug Recognition Expert advised it was his expert opinion that Debien was impaired by a combination of drugs and unable to operate a vehicle safely.

During a portion of the Drug Influence Evaluation, Debien did knowingly and intentionally cause damage to property belonging to the Arcade Police Department, while having no right to do so.
She was subsequently charged by the Wyoming County Sheriff’s Office as follows:

Driving While Ability Impaired by Drugs – Felony
Driving While Ability Impaired (Combination) – Felony
Aggravated Unlicensed Operation 1st Degree – Felony
Moved From Lane Unsafely

Debien was additionally charged by the Arcade Police Department as follows:
Criminal Mischief 4th Degree

She was issued an appearance ticket by both agencies for the respective charges and is scheduled to return to the Town of Perry and Village of Arcade Courts at later dates. Assisting with the incident were members of the Village of Arcade Police Department and Eddy’s Collision.

A traffic stop for speeding in zone (60/35) on Route 20A in the Town of Sheldon on February 27, 2022, resulted in the arrest of the owner/operator Valene I. Paul, 37, of Hamburg, NY, for operating a motor vehicle with a forged inspection sticker.

It was discovered by deputies that Paul’s inspection sticker on her 2014 Chrysler 300 had expired in August of 2020 and the inspection sticker Paul was displaying belonged on a 2007 Ford.

Paul is charged with the following:
Displaying a forged inspection sticker
Uninspected motor vehicle
Speed in zone (60/35) mph

She was issued an appearance ticket to appear in the Town of Sheldon Court on March 21, 2022.
