WYOMING COUNTY/Suspect wanted in a double homicide arrested in Perry traffic stop

Two Pennsylvania men were arrested on April 21, 2022, following a traffic stop in the Town of Perry.

Sergeant Aaron Chase and Deputy Kyle Murray were patrolling on Route 20A in the hamlet of Perry Center and stopped a 2021 Nissan for multiple traffic violations.

The driver of the vehicle, Lonelle R. Fogan, 25, of Philadelphia, PA, was found to be operating with a suspended NY license. Fogan was ultimately arrested and found to be in possession of a controlled substance. Fogan was charged driver’s view obstructed, unregistered motor vehicle, criminal possession of a controlled substance 7th, and aggravated unlicensed operation in the 3rd degree. He was issued appearance tickets on all charges and released with a later court date.

While attempting to identify a valid driver in the vehicle, a rear seat passenger had provided a valid Pennsylvania driver’s license, identifying himself as Raevon Fogan of Philadelphia, PA. Deputies found that Raevon Fogan had a possible warrant out of Delaware County, PA. Raevon was also known under the alias of Richard C. Smith, 28, of Philadelphia.

Roadside questioning led to the detention of the passenger in order to properly identify him. The passenger was transported to the Wyoming County Jail by Deputy Justin Bliss, where further interview along with a fingerprint comparison was completed. Ultimately, it was found that the passenger was indeed Richard C. Smith.

Confirmation was made with Delaware County and Smith was held for extradition.

Smith was wanted on two counts of criminal homicide, two counts of murder in the 1st degree and multiple other Pennsylvania law felonies. Smith was also wanted by the Sharon Hill Police Department in Pennsylvania.

Smith was wanted in connection to a double homicide investigation dating back to August, 2017 in Colwyn, PA, where a 16 year old male and 20 year old male were killed in a shooting. A 15 year old male was also injured during the incident.

Smith was arraigned in the Town of Warsaw Court as a Fugitive from Justice and was remanded to the Wyoming County Jail without bail and pending extradition to the State of Pennsylvania.

Wyoming County Jail Sergeant Janot and Corrections Officer Beckstrand assisted in the investigation.
