PERRY POLICE REPORT/February 8, 2024

On February 5, 2024, the Perry Police Department arrested 42-year-old Andrew Shiltz on a bench warrant. Shiltz was stopped in the Village of Warsaw in a separate incident, and it was found that Shiltz had a warrant for failure to appear out of the Village of Perry.

Officer David Spink took Shiltz into custody, and he was arraigned on the warrant in Perry Village Court in front of Honorable Joshua Wolcott. The District Attorney’s Office was contacted for a bail recommendation due to Shiltz willfully and persistently missing multiple court dates dating back to September of 2023. Honorable Judge Wolcott committed Shiltz to the Wyoming County Jail on the District Attorney’s office recommendation, $10,000 cash, $20,000 bond, and $40,000 partially secured. Shiltz will have a return court date for February 13, 2024.

On February 3, 2024, at approximately 7:16p.m., Officer Spencer Kramell conducted a traffic stop on North Main Street for multiple vehicle and traffic law violations.

Upon interacting with the suspect, 72-year-old John A. Czyryca, of Perry, NY, Officer Kramell suspected Czyryca to be allegedly intoxicated. Officer Kramell requested Czyryca submit to standardized field sobriety tests, which he complied. Czyryca did not perform the tests as instructed and was subsequently arrested for Driving While Intoxicated.

Czyryca was transported to the Perry Police Department where he did voluntarily submit to a chemical breath test to determine his blood alcohol content (BAC). The test revealed that Czyryca had a BAC of .26%. While being processed, it was found that Czyryca had a previous conviction for DWI within the preceding ten years, making the current DWI charges felonies. Czyryca was processed and released to a sober third party.

He is to appear in Perry Village Court on March 12, 2024 on the below charges.

Vehicle and Traffic Law- 375-2A1-No/Inadequate Lights

Vehicle and Traffic Law-375-2A3- No/Insufficient Taillights

Vehicle and Traffic Law- 1192-3 DWI-Common Law

Vehicle and Traffic Law-1192-2AA DWI BAC .18% of 1% or higher

Also assisting with the investigation was Officer Fronckowiak of the Perry Police Department
