WYOMING COUNTY SHERIFF’S REPORT/Lockport man charged with forcible touching

On March 15, 2025 at approximately 11:39p.m., the Wyoming County Sheriff’s Office received
a complaint of a sexual assault which occurred in the Town of Castile.

An investigation revealed that on March 15, 2025, at approximately 9:45p.m., Joshua A. Lee, 53, of Lockport, NY allegedly had inappropriate forcible sexual contact with a female victim. Lee was arrested and charged with Forcible Touching.

He was arraigned in the Village of Warsaw Court and remanded to the Wyoming County Jail on $10,000 cash bail, $20,000 bond, or $40,000 partially secured bond. Lee is scheduled to re-appear in the Town of Castile Court at a later date.

On March 25, 2025 at approximately 11:50p.m., a deputy from the Wyoming County Sheriff’s
Office conducted a traffic stop on West Main Street in the Village of Arcade, after observing
violations of the New York State Vehicle and Traffic Law.

Contact was made with the vehicle operator, Bailey Eastman, 37, of Filmore, NY, who allegedly exhibited signs of possible impairment. A roadside DWI investigation was conducted, which included the performance of standardized field sobriety testing. Eastman performed poorly on the testing and was subsequently arrested for Driving While Ability Impaired by Drugs.

Eastman was transported to the Wyoming County Sheriff’s Office, where she was evaluated by a New York State certified Drug Recognition Expert (DRE). At the conclusion of the evaluation, the DRE advised that it was their professional opinion that Eastman was allegedly impaired by drugs and unable to operate a vehicle safely.

Eastman was also found to have 8 active suspensions on her New York State non-driver ID card at the time of operation.

Eastman was charged with Driving While Ability Impaired by Drugs, Aggravated
Unlicensed Operation in the first degree, Aggravated Unlicensed Operation in the second
degree, as well as additional Vehicle and Traffic violations. Eastman was issued an appearance
ticket and is scheduled to appear in the Village of Arcade Court at a later date.

On March 13th, 2025, at about 9:45am, a deputy with the Wyoming County Sheriff’s Office
responded to Walmart at 2348 Route 19 in the Town of Warsaw, for the report of a larceny
of a can of soda and the suspect was refusing to cooperate with asset protection staff at the front
of the store.

The Wyoming County Sheriff’s Office 911 Center also received a call from the suspect admitting the larceny while the deputy was in route to the scene.

The deputy arrived on scene and observed the male suspect, later identified as William A. Parks,
42, of Warsaw, NY, walking towards the Tops Plaza with the stolen property in his hand. Parks
was stopped, and during the investigation, Parks was asked to sit in the back of the deputy’s
patrol vehicle while he spoke with the asset protection officer regarding the larceny. Parks
refused to sit in the patrol vehicle and while attempting to take Parks into custody, Parks ran
from the deputy resulting in a foot pursuit. Parks was apprehended by the deputy with assistance
from several civilian witnesses and Parks was ultimately charged with Petit Larceny, Resisting Arrest and Obstruction of Government Administration.

Parks was arraigned in front of the Honorable Judge Sundt of the Warsaw Town Court, with the
Public Defender’s Office present and representing Parks. Following arraignment, Parks was released on his own recognizance due to the charges being non-qualifying offenses.

Parks is scheduled to return to the Warsaw Town Court at a later date.

On March 15th, 2025, at about 11:57am, a deputy with the Wyoming County Sheriff’s Office
was patrolling westbound on Rt. 20A in the Town of Warsaw, when another vehicle was
observed traveling eastbound with a suspended registration.

A vehicle and traffic enforcement stop was conducted on East Buffalo Street in the Village of Warsaw and the driver was identified as Heidi K. Strauss, 47, of Olean, NY.

Following a roadside investigation, Strauss was arrested and charged with Operating a Motor Vehicle with a Suspended Registration and Unregistered Motor Vehicle. Strauss was processed roadside and released on an appearance ticket returnable to the Warsaw Village Court at a later date.

On March 12th, 2025, at about 1:46pm, a deputy with the Wyoming County Sheriff’s Office
responded to Walmart at 2348 Rt. 19 in the Town of Warsaw, for the report of a larceny
with the suspect in the asset protection office.
Deputies arrived on scene and met with the asset protection officer who advised that the male, later
identified as William R. Wilson, 69, of Warsaw, NY], was caught on in-store video opening
printer ink boxes and concealing the ink cartridges on his person before passing all points of
sales and leaving the store.

Wilson was also caught on in-store video stealing printer ink on March 10th, but he left the store before being caught.

Following an on-scene investigation, Wilson was ultimately charged with two counts of Petit Larceny and released on an appearance ticket returnable to the Warsaw Town Court at a later date.

On March 12th, 2025, at about 9:52a.m., a deputy with the Wyoming County Sheriff’s Office
was patrolling eastbound on East Buffalo Street in the Village of Warsaw, when another vehicle
was observed traveling westbound with an expired NYS inspection.

A vehicle and traffic enforcement stop was conducted on Prospect Street and the driver was identified as Seth Z. Pionessa, 24, of Warsaw, NY. Following an on-scene investigation, Pionessa was arrested and
charged with Aggravated Unlicensed Operation of a Motor Vehicle in the 3rd degree and
Uninspected Motor Vehicle.

Pionessa was processed roadside and released on an appearance ticket returnable to the Warsaw Village Court at a later date.

The Wyoming County Sheriff’s Office arrested David N. Kinneer, 49, of Normanville, PA, following a traffic stop on Route 20A in the Town of Warsaw, for driving while intoxicated.

While on patrol, deputies observed a vehicle traveling above the posted speed limit. When deputies attempted to stop the vehicle, the vehicle refused to pull over. After activation of the audible alarm system and continued travel, the driver, David N. Kinneer finally pulled over for an emergency vehicle.

After failing roadside tests, Kinneer was found to allegedly be driving while intoxicated.
Kinneer refused a chemical test and was issued citations for speeding over 55, failing to comply
and DWI- first offense.

Kinneer was arraigned in front of town of Warsaw Judge Fusani and his operating privileges were suspended to operate in New York. Kinneer is to answer the charges on April 7th, 2025 in the Town of Warsaw Court.

On March 12, 2025 at approximately 6:19p.m., a deputy from the Wyoming County Sheriff’s
Office conducted a traffic stop on Route 19 in the Town of Gainesville, after observing a
violation of the New York State Vehicle and Traffic Law.

The operator of the vehicle was identified as Trisha A. Knapp, 34, of Castile, NY. Knapp was found to have a suspended driver’s license and was subsequently arrested for Aggravated Unlicensed Operation in the third degree, as well as additional Vehicle and Traffic Law offenses.

Knapp was issued an appearance ticket and is scheduled to appear in the Town of Gainesville Court at a later date.

On March 9, 2025 at approximately 6:16 p.m., the Wyoming County Sheriff’s Office received a complaint
regarding a violation of an order of protection.

After an investigation it was found that Nicholas James, 44, of Albion, NY, allegedly violated an order of protection by contacting the protected party by phone.
James was arrested and charged with Criminal Contempt second degree. James was
arraigned in Eagle Town Court and was remanded to the Wyoming County Jail in lieu of $500 cash
bail, $1000 bond, or $5000 partially secured bond. He is to appear in Pike Town Court on June 10,
2025.
