On August 4th<\/sup>, 2017, The Orleans County Sheriff\u2019s Office arrested a Level III Sex Offender, Phillip J. Norton, 30, of Medina N.Y.<\/p>\n
He is charged with the class E felony of failing to report a change in address within 10 days, as required by the New York State Correction Law.<\/p>\n
Norton was arraigned by Town of Barre Justice DeCarlo and remanded to the custody of the Sheriff in lieu of $5,000 cash bail.<\/p>\n
