Perry Police Chief Michael Grover reports the arrest of Devin B. Garra, age 22, of Perry, following an investigation into a reported sexual assault that occurred in early July 2025. The investigation led to the following felony charges:<\/p>\n\n\n\n

\u00b7 Rape in the First Degree (New York State Penal Law \u00a7130.35(1) \u2013 Forcible Compulsion)<\/p>\n\n\n\n

\u00b7 Criminal Contempt in the First Degree (New York State Penal Law \u00a7215.51)<\/p>\n\n\n\n

\u00b7 Aggravated Family Offense (New York State Penal Law \u00a7240.75)<\/p>\n\n\n\n

Garra was taken into custody without incident by Perry Police on September 9, 2025, at an apartment on Lake Street in the Village of Perry. He was arraigned the same day before the Honorable Judge Kelsey at the Perry Village Court, who issued a full stay-away order of protection and set bail at $50,000 cash, $100,000 bond, or $150,000 partially secured. <\/p>\n\n\n\n

Garra was remanded to the Wyoming County Jail. The next scheduled court appearance is October 7, 2025, at 1:00 PM.<\/p>\n","protected":false},"excerpt":{"rendered":"
