There will be more opportunity for comment when the Genesee County Industrial Development Agency has a public hearing at 4 p.m. Thursday at the Alabama Volunteer Fire Department, 2230 Judge Road, Oakfield.

Oakfield resident Alyssa Beuler said no one is carrying out the will of the people, who oppose the project.

“I’ve been to a lot of these meetings. I was at the 5 1/2 hour meeting,” she said, referring to the GCEDC’s public hearing on March 19 that ended after 12:30 a.m. the next day. She also said she met with State Sen. Robert Ortt’s staff, State Sen. George Borrello’s staff and Genesee County legislators.

“Everyone passes the responsibility of this project to each one of you,” Beuler said. “Who represents us? Who? Because, 5 1/2 hours of testimony from one required hearing that you guys have done – we gave multiple reasons. We gave financial reasons. We gave how they’re overinflating our school budget. At what point does the responsibility fall to you guys, fall to our legislators, fall to anybody that will actually listen to us?”

Town Supervisor Rob Crossen said the Town Board has to follow the zoning, the contracts it signed, the town’s Comprehensive and Agricultural plans, the county’s Comprehensive Plan, Smart Growth Plan.

“All these things are developed over years, in public. We have to follow that. We have to follow town law,” Crossen said.

Beuler countered that that wasn’t for a 2.2 million-square foot data center, but for 9,000 jobs that were going to bring advanced manufacturing to STAMP. The STREAM proposal is projected to bring 125 jobs.

Crossen said the number of jobs is a subject for the GCEDC board, not a Town Board consideration.

“It’s up to 6.1 or 6.2 million square feet allowed at STAMP. It’s up to 9,300 jobs, I think it was, or somewhere in that neighborhood. There’s not a minimum of jobs we have in our incentive zoning in any way, shape or form,” he said. “It’s not part of our review.”

Speaker Jim Joyner of Alabama, said Monday that the Dryden Town Board voted against a data center and crypto mining.

“Their reason was because the people, there was an overwhelming negative response to the plans. They came up and they banned data centers,” Joyner said. “How can their Town Board do it and you can’t do it? You represent us and we, overwhelmingly, don’t want this. You could say ‘No,’ too, just to stand by us a little bit here.”

Crossen said data centers were in the original General Environmental Impact Statement (GEIS) and are listed in the town’s incentive zoning agreement (IZA) the town signed in 2012. The town’s zoning lists data centers as being allowed in STAMP Technology District 2 and 3.

“That zoning agreement, we received a benefit for changing the zoning,” he said. “If we are to change that, we have to have the buy-in from the Economic Development (Center). We just can’t change it.”

Town Attorney Mark Boylan said the reason companies are coming forward now to apply for projects is that zoning is accommodating to them.

“You can’t change the law midstream. They made an application. They’re here,” Boylan said.

Cheryl Cordes of Alabama told the board during Monday’s meeting that it was “out of touch” with its constituents.

Cheryl Cordes, a 43-year town resident, said the Town Board is unaware and out of touch with its constituents.

“My husband, Mark, and I spent Saturday and Sunday door knocking. We handed out flyers. We handed out cards to be sent to Gov. (Kathy) Hochul and we put up yard signs,” Cordes said. “We went Church Street, Lewiston (Road), Alleghany (Road), north and south. The highest level of concerns we heard back from people were increased electrical rates. It’s not a lie. It’s not something that doesn’t exist. It’s a reality. Our electric rates are going to go up. The water rates are going to go up. The noise, pre- and post-construction is going to be unbelievable.”

Cheryl Cordes talked about property owners in the town receiving notices of increased assessments, which mean an increase in taxes.

“Two people said to me that their assessments were raised in such an excessive amount, that on their disability payments of Social Security, they now are going to be forced out of their home because it’s going to take them five years to pay one year of taxes on their income,” she said. “We’re disadvantaged, in this area already. Drive around and see what people are having to put up with and what they’re trying to deal with. We can’t afford this as the residents here.”

Cordes said she and Mark talked to 12 houses on Church Street going toward the Alabama Hotel on Lewiston Road.

“Out of those 12 houses, five families are going to leave if this data center goes through. Two families have been here less than three years,” she said. “One has a severely disabled daughter.”

The father in the second family told Cheryl Cordes that if he knew the data center was coming, the family would never have moved there.

Two households refused to display yard signs because they feared retaliation from the Town Board and its zoning officer, Cheryl Cordes said at the meeting.

“This data center brings nothing to the table for the majority of the residents of Alabama. We’re asking you to please encourage the Planning Board to vote ‘No’ on behalf of your constituents.”

Sandy Steele of Batavia, who spoke out at different times during Monday’s meeting, said talked partly about the need for communication. She mentioned how Crossen said the town tried to contact the Tonawanda Seneca Nation in the past to meet with the Nation and did not get a response.

“Did you ever, say, open this up and sit down as a nation to a nation like we used to do in America …? They sat down and talked with them back and forth. Maybe you should try that instead of just a note and a letter,” Steele said.

Crossen responded that communication has to start with an email.

“It has to start with an email that says, ‘We would like to meet with you to talk with you about these things,” he said.

Steele said her idea is for the town to communicate with people in Genesee County.

“Come up with a plan for the future for all of you. This can be done,” she said. “Put things in that space (STAMP) that will really bring jobs that you will love – not a computer.”

Artificial intelligence (AI) can do great things, but can also be dangerous, Steele said.

Arthur Barnes of Shelby noted what Crossen said earlier Monday about trying to contact the Tonawanda Seneca Nation in the past.

“I’m wondering if that’s documented – dates and stuff,” Barnes said.

Crossen replied that on the Genesee County Economic Development (Center) website, there is a listing of the contacts. GCEDC President and CEO Mark Masse said that goes back to at least 2015.

Barnes said he knows why STREAM is in a hurry, but he doesn’t know why local people are in a hurry on something that’s going to have an impact for decades.

Community member Jennifer Durham said she was at the GCEDC’s March 19 public hearing until about 12:30 a.m. the next day. She said a couple of the Town Board members were there, but no one else from the Town Board or Planning Board attended and the hearing was not available via streaming.

“That is very frustrating and I feel that just showed a lack of respect for the people who vote for you guys,” Durham said.

She said she was also frustrated that there has been a “media blitz” by STREAM Data Centers about the project, but that STREAM isn’t being honest. She mentioned that STREAM feels that the reason the STAMP location is a good one is that the infrastructure is in place.

“They’re still building the substation. It’s not in place. There are no plans for a sewer at this state. There are no contracts for a sewer at this point,” she said. “We still don’t have a treatment plant that can handle it. If they’re disingenuous about that stuff, what other items are they disingenuous about? How are we to trust them later?”

Crossen said Wendel Companies is going through much of what Durham spoke about to make sure it complies with regulations and is viable.

“I do have valid concerns. I have felt that nobody is listening to us … I’m sure you do get emails that say ‘No data center. When we ask questions at these meetings, or we try to speak, guess what we get? We get head-shaking. We get snappy comments … It was very disrespectful. We see it today. We see your body language – not necessarily yours right at this moment,” she said to Crossen. “But we see it.”

Crossen said it’s not appropriate for the town to go on Facebook to comment or rebut comments.

“It’s not something the Town Board’s going to do. We’re not going to go out and write editorials for or against anything. We have to remain relatively neutral.”

Resident Nadine Wawrzyniec said she will probably move back to Erie County after what has been going on in Alabama.

Resident Nadine Wawrzyniec, who moved to Genesee County from Clarence, said Clarence would not have entertained a data center proposal.

“I will probably move back to Erie County. One was under construction, one finished, but not fully operational and one that was active.

“They gave us access to what we wanted. We could not have full access to the data halls because of confidentiality. We got to go in one active data center or two,” Crossen said. “Two of the three, we went on the roof.”

Two of the data centers had chillers going.

“People say that it sounds like jet engines. Well, I could stand next to a chiller, lean on it and carry on a conversation with a person next to me,” he said. “I took earplugs with me, enough for our whole group, thinking I’m going to be handing them out. I never took them out of my pocket because they just weren’t needed.”

At the most active data center, which was near housing and residents, the group went across the street to apartment complexes. Crossen compared the environment to homes on Oak Street in Batavia, between Main Street and the Thruway entrance and exit, with data center buildings in place of some of the homes.

Heather Shultz was one of the Town Board members who went to Texas. She said she spoke to a woman living in an apartment across from the data center that was fully operating.

“She, coincidentally, lived in one of the apartments that faced the data center,” Shultz said. “She was directly across the street, as close as she could be. She didn’t even know that it was a data center across the street. I wanted to know what the residents experienced whenever they were living so close to a data center like that. She said that the only thing she heard was the traffic on the road.”

Aside from the data center across the street from the woman, there was another data center on the side of the apartment complex. Both centers were a decent size. There were about 48 chillers running as part of the fully functioning center.

“It was bigger than what I thought it would be,” Shultz said. “I’ve never seen one in-person. I remember him telling me, one of the representatives, that two thirds of them (the chillers) were running. The way they explained it to me, they don’t all run at full capacity.”

Crossen said the town was asked multiple times for Town Board and Planning Board members to talk about what they saw when they went to Texas.

Board member Kevin Fisher, who was part of the trip to Texas, noted the criticism that the town hasn’t taken enough time to look at the issue.

“I’ve had about enough,” Fisher said. “We spent years studying this STAMP project,” he said.

The board member said he went to Texas to see what the data center that may come to the community would do. He said he talked to employees working there that day.

“We asked them, ‘How often do you add water to this system?'” he said. “Those were my words. They looked at me. One guy said, ‘We don’t add water.’ The other guy looked at him and said, ‘Wait a minute, We did have a leak one time in this facility.”

Fisher said he asked how much water did the data center staff have to put back in the system. The answer was, 5 gallons over the 15 years of operation.

“I don’t know if any of you ever had a toilet overflow. You spend more than 5 gallons fixing that,” he said to the residents. “I’m trying to tell you what we saw. You asked. I’m telling you. They add water. They add chemicals to it. They treat the water like you would if you had a water soft main system in your home. They showed us how it works. There’s rooms full of screens, studying, watching these things, how it functions.”

There’s no water consumption or water wasted other than what is put in the system and what people use for going to the bathroom and humidifiers inside the building.

Background and boards’ roles

In 2012, the town approved rezoning the STAMP site, which covers 1,250 acres, for development. It entered into an IZA with the GCEDC. The Town Board established zoning in 2012, with subsequent updates.

The town supervisor began the meeting by talking about the background and the local government’s role. The Town Board is considered an involved agency in the STREAM proposal for STAMP. It hired Wendel Companies as the engineer for projects like this.

“Wendel’s a deep firm, but when they don’t have the ability to take on something, we’ll hire a consultant to help us. In this case, with STAMP, we’ve hired a sound consultant,” Crossen said.

Boylan, like Wendel, has been with Alabama since the beginning with STAMP.

“He doesn’t decide what we do, but he helps guide us and tell us when we’re doing wrong, and tell us the steps we must do.”

The Planning Board does site plan review, which must follow town code and state law. The GCEDC leads the State Environmental Quality Review (SEQRA), the town said. A public hearing, which is scheduled for 6 p.m. Monday at the Alabama Volunteer Fire Department, is required for the STREAM project site plan.

The Town Board establishes zoning and local laws. If a project requires a Town Board decision, the board must review SEQRA findings to see that the project conforms to the law. Decisions that don’t follow the law may be challenged in court and a court may overturn the town’s decision.

Crossen noted that town decisions cannot be based on opinion alone.

“They have to have decisions in facts of law. They just can’t say ‘No.’ They just can’t say ‘Yes,'” he said. “They have to go through a very methodical process to get to that end conclusion. If you spend half an hour online and just google the roles of the Town Board and the roles of the Planning Board, and you read, you will find that you will know how we’re going to act next.”

Town Supervisor Rob Crossen listens to a comment during Monday night’s meeting Story and photos by Brian Quinn Local residents asked the Alabama Town Board questions on the data centers project proposed for the Western New York Science & Technology Advanced Manufacturing Park (STAMP) and urged board members not to …

"_jetpack_memberships_contains_paywalled_content":false
_jetpack_memberships_contains_paid_content":false
[211
5752,4887
post-74235","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-alabama","tag-alabama-town-board","tag-data-centers
https://videonewsservice.net/index.php/2026/03/03/genesee-county-town-of-alabama-planning-board-gets-specifics-on-stream-u-s-data-centers-project-at-stamp/
GENESEE COUNTY/Town of Alabama/ Planning Board gets specifics on STREAM U.S. Data Centers project at STAMP
Story and photos by Brian Quinn/For Video News Service The Town Planning Board got specifics on the site plan for an $11.181 billion, 2.2-million square foot data center project on WNY Science & Technology Advanced Manufacturing Park (STAMP) property but is still waiting for the complete application from the developer,…
https://i0.wp.com/videonewsservice.net/wp-content/uploads/2026/03/52E34A95-FB6C-4BE7-9F7B-D7506A773883-scaled.jpeg?fit=1200%2C900&ssl=1&resize=350%2C200
https://i0.wp.com/videonewsservice.net/wp-content/uploads/2026/03/52E34A95-FB6C-4BE7-9F7B-D7506A773883-scaled.jpeg?fit=1200%2C900&ssl=1&resize=350%2C200 1x, https://i0.wp.com/videonewsservice.net/wp-content/uploads/2026/03/52E34A95-FB6C-4BE7-9F7B-D7506A773883-scaled.jpeg?fit=1200%2C900&ssl=1&resize=525%2C300 1.5x, https://i0.wp.com/videonewsservice.net/wp-content/uploads/2026/03/52E34A95-FB6C-4BE7-9F7B-D7506A773883-scaled.jpeg?fit=1200%2C900&ssl=1&resize=700%2C400 2x, https://i0.wp.com/videonewsservice.net/wp-content/uploads/2026/03/52E34A95-FB6C-4BE7-9F7B-D7506A773883-scaled.jpeg?fit=1200%2C900&ssl=1&resize=1050%2C600 3x

https://videonewsservice.net/index.php/2026/05/12/genesee-county-local-leaders-and-residents-relationship-tested-at-alabama-town-board-meeting-on-monday/
GENESEE COUNTY/Local leaders ‘and residents’ relationship tested at Alabama Town Board meeting on Monday
Protesters make their voices heard about the proposed STREAM U.S. Data Centers project before Monday's meeting.
