WYOMING COUNTY SHERIFF’S REPORT/Pair charged in traffic stop in Bliss, one man wanted in Florida, jailed without bail

Two men from Bliss were arrested on October 10, 2019 following a traffic stop on Liberty Street in the hamlet of Bliss.

Joel A. Aberth, 33, of Bliss, was initially stopped by Sheriff’s Deputies when a registration check of the vehicle he was operating revealed the inspection had been expired since 2018.

Aberth was also found to be operating the vehicle with a suspended driver’s license with a total of 4 suspensions. When the vehicle was checked, it was found to be displaying a forged inspection certificate.

While processing the arrest of Aberth, the owner of the vehicle, Arthur D. Cartwright Jr, 58, of Bliss, arrived on scene. Cartwright was interviewed about the forged inspection on the vehicle being operated by Aberth and Cartwright was found to have the odor of an alcoholic beverage on his breath. A DWI investigation ensued on Cartwright and following field sobriety testing, he was placed under arrest for DWI.

Cartwright was transported to the Wyoming County Sheriff’s Office where he underwent a breath test and drug influence evaluation by a Sheriff’s Office Drug Recognition Expert.

Cartwright was found to be allegedly impaired by a combination of alcohol and drugs and was charged with DWI, DWAI- Drugs, and DWAI-Drugs and Alcohol. Cartwright was processed and released on appearance tickets returnable at a later date.

Aberth was initially charged with uninspected motor vehicle, aggravated unlicensed operation 2nd, and displaying a forged inspection. Regarding these charges, Aberth was issued appearance tickets returnable to the Town of Eagle Court.

During the course of this investigation, Aberth was also found to be Wanted out of the State of Florida for failure to appear on a charge of cocaine possession. Deputies confirmed extradition with the Orange County Sheriff’s Office in Florida and they agreed to extradite Aberth back to Florida.

Aberth is charged as a Fugitive from Justice and transported to the Town of Warsaw Court where he was arraigned and remanded to the Wyoming County Jail without bail to await extradition.

Mark S. Mancini, 61, of Perry was arrested following a traffic stop on Silver Lake Road in the Town of Perry on October 11, 2019.

Mancini was observed operating a vehicle with a license that was revoked earlier in the day due to a Chemical Test Refusal Hearing.

Mancini is charged with aggravated unlicensed operation 2nd and issued an appearance ticket returnable to the Town of Perry Court for later today
