PERRY POLICE REPORT/Arizona man charged in traffic stop

On November 30th, 2021, at approximately 08:50p.m., Officer Spencer Kramell conducted a traffic stop on South Main
Street at Birchwood Acres for a vehicle and traffic law violation.

Upon interacting with the suspect, Ruben Galvan Jr., 43, of Yuma, Arizona, Officer Kramell suspected Galvan to be impaired. Officer Kramell requested Galvan submit to standardized field sobriety tests, which he complied.

Galvan did not perform the tests as instructed and was subsequently arrested for Driving While Ability Impaired by Drug(s). He was transported to the Perry Police Department and a Drug Recognition Expert (DRE) was requested to further evaluate Galvan. Deputy Justin Bliss of the Wyoming County Sheriff’s Office, who is a certified DRE, met with Galvan at the Perry Police Department to conduct the evaluation. It was the Deputy’s expert opinion that Galvan was allegedly impaired by cannabis and, therefore, was unable to operate a motor vehicle safely on a public highway.

He is charged with DWAI/drugs and insufficient tail lamps

Galvan was processed at the Perry Police Department and released to a sober third party in accordance with NYS bail reform laws. Galvan is to appear in Perry Village Court on 12/21/2021 for the above charges.
