Christopher R. Scinta, 27, of Buffalo, NY, has been indicted by a Genesee County Grand Jury and is accused of manslaughter in the second degree, a class C felony, after recklessly causing the death of 17-year-old Jasmyne Rubel on November 4, 2022 at the roundabout near Oak Street extension in the City of Batavia after a motorcycle accident.
In Count two of the indictment, Scinta is accused of leaving the scene of an incident without reporting, a class D felony, after knowingly causing personal injury to Jasmyne Rubel due to an incident involving the motor vehicle he was operating on the same above date and location, where said personal injury resulted in death, did fail to stop and when no police officer was in the vicinity of the place of injury, to report said incident as soon as physically able to the nearest police station.
In Count three, Scinta is accused of reckless driving as a misdemeanor, on the same above date, did operate a 2006 Kawasaki motorcycle on Rt. 33 in the City of Batavia in a manner that endangered users of a public highway.
In Count four, Scinta is accused of criminal mischief in the fourth degree on the same above date, intentionally damaging window blinds in an interview room at the City of Batavia Police Department.
In Counts five and six, Scinta is accused of obstructing governmental administration in the second degree, a class A misdemeanor, on the same above date and location, after preventing a public servant from performing an official function by means of intimidation, physical force or interference by means of an unlawful act.
Count seven accuses Scinta of obstructing emergency medical services, a class a misdemeanor, on the same above date and location after intentionally obstructing the efforts of emergency medical service personnel who were performing emergency medical care to the victim.
Count eight and nine accuses Scinta of the vehicle and traffic law violation of speeding in excess of the maximum established speed limit and traveling at a speed greater than was reasonable and prudent under the conditions.

On 11/04/2022 at approximately 11:57 AM, the Genesee County Emergency Dispatch Center received a report of a motorcycle accident at the roundabout on Oak Street Extension. Batavia Police arrived and located a female on the ground in the roundabout and the operator of the motorcycle fleeing the scene.
Mercy EMS and the Batavia City Fire Department were dispatched and arrived to render aid to the female. The operator was stopped by Batavia Police and returned to the scene. While medics were attempting to render aid to the female, the operator of the motorcycle allegedly attempted to interfere with EMS personnel. The operator, identified as Christopher Scinta, 27, of Buffalo, NY was then taken into custody. Scinta was transported to Batavia Police Headquarters where he allegedly attempted to flee again by damaging and jumping out of a window. Scinta was quickly apprehended.
The female, Jasmyne Rubel, 17, was transported to UMMC where she was pronounced dead. Based on the investigation, it’s alleged that Scinta was operating the motorcycle in a reckless manner and at a high rate of speed on Pearl Street with Rubel as a passenger. Scinta struck the curb near the roundabout causing him to lose control. The motorcycle came to rest on South Main Street, east of the roundabout. No other vehicles were involved in the accident. Scinta was arrested for PL 125.15 – Manslaughter 2nd, PL 195.05 – Obstructing Governmental Administration 2nd, PL 195.16 – Obstructing Emergency Medical Services, PL 145.00-1 – Criminal Mischief 4th, VTL 600-2A – Operator leave scene of an accident – injury resulting in death, VTL 1212 – Reckless Driving, VTL 1123 – Improper passing on the right, VTL 1225-A – Driving a motor vehicle on a sidewalk, VTL 509-1 Operate motor vehicle by an unlicensed driver, VTL 401-1a – Operate an unregistered motor vehicle on a highway, VTL 319-1 – Operate a motor vehicle without insurance, VTL 306b – Operate a motor vehicle without an inspection certificate, VTL 1180a – Speed not reasonable and prudent, VTL 411-3 Operate a motorcycle with improper plate, and VTL 1172b – Failed to stop at a yield sign when required. Scinta was arraigned in Batavia City Court before Judge Thomas Burns and remanded to the Genesee County Jail on $25,000 cash, $50,000 bond, or $100,000 partially secured bond. Scinta is scheduled to reappear in Batavia City Court on 11/10/2022 at 1:30 PM.
