WYOMING COUNTY SHERIFF’S REPORT/May 10, 2023

While observing traffic flow on Route 20A in the Town of Orangeville, a vehicle was observed
allegedly traveling above the posted 55 MPH speed limit. A traffic stop was conducted, and during the traffic stop, it was discovered that the vehicle registration was currently suspended for violation of toll collection regulations assessed by a public authority.

The driver, Alphonso Thomas, 71, of Staten Island, NY, was arrested for operating a vehicle with a suspended registration.

Thomas was issued traffic tickets for speeding over 55 and operating a vehicle with a suspended
registration and is to answer the charges on May 17th, 2023 at 6:30 PM in the Town of
Orangeville Court.

On April 24, 2023, at approximately 8:50 AM, a Deputy from the Wyoming County Sheriff’s
Office was dispatched to the Family Dollar on Route 39 in the Town of Arcade, for the
report of two individuals inside of a dumpster on the premises.

Upon arrival, the two individuals were located in an adjacent parking lot and were identified as John B. Wilson, 25, of Machias, NY and Manna L. Moore, 38, of Machias, NY.

Wilson was observed operating a vehicle at the time of the deputy’s arrival, and was found to
have 20 active suspensions on his NYS driver’s license, as well as an outstanding warrant out of the Franklinville Police Department.

While speaking with Wilson, the investigating Deputy observed signs consistent with drug impairment and requested that Wilson submit to field sobriety testing. Wilson performed poorly on field sobriety testing and was subsequently arrested for driving while ability impaired by drugs. A search of
Wilson’s person yielded a quantity of crystal methamphetamine, as well as an off-white
powdered residue.

During the course of the investigation, WilsonI had made contact with a third party to remove
the vehicle from the scene. Melvin Franklin, 55, of Delevan, NY, arrived on scene and presented the deputy with a NYS driver’s license. While speaking with Franklin, the deputy observed signs
consistent with drug impairment and requested that Franklin submit to field sobriety testing.
Franklin performed poorly on field sobriety testing and was subsequently arrested for
driving while ability impaired by drugs.

Moore and Franklin were transported to the Wyoming County Sheriff’s Office, where two
Wyoming County Sheriff’s Office Drug Recognition Experts were present to conduct
evaluations of both subjects. At the conclusion of the evaluations, it was the opinion of both
Drug Recognition Experts that Moore and Franklin were allegedly impaired by drugs, and unable to
operate a vehicle safely.

Moore is charged with DWAI/drugs, driving while ability impaired by the combination of drugs, aggravated unlicensed operation in the first degree, aggravated unlicensed operation in the second degree, aggravated unlicensed operation in the third degree and criminal possession of a controlled substance in the seventh degree.

Franklin is charged with DWAI/drug, driving while ability
impaired by the combination of drugs and uninspected motor vehicle.

Both parties were issued an appearance ticket and are scheduled to return to the Town of Arcade
Court at a later date.

Manna Moore was found to have an active warrant for her arrest, issued by the Depew Police
Department. Moore was subsequently arrested by the Arcade Police Department, who was
assisting on scene. Moore was turned over to the Depew Police Department.

Adam Valentine, 43, of Perry, NY, was arrested following a domestic incident which occurred on 04/28/2023 following an investigation by the Wyoming County Sheriff’s Office.

Deputies responded to the residence after the victim had reported a physical altercation. Valentine was arrested and charged with, Harassment 2nd degree, Criminal Mischief 4th degree, Criminal Contempt 1st degree, and aggravated family offense.

Valentine was arraigned in Warsaw Town Court and was committed to the Wyoming County Jail without bail. Valentine is scheduled to appear Perry Town Court 05/10/2023.

On April 30, 2023, at approximately 6:42PM, Karriann Parkhurst, 25, of Warsaw, NY was arrested by the
Wyoming County Sheriff’s Office on an outstanding Superior Court Warrant.

Parkhurst was transported to the Wyoming County Jail, where she was held without bail, pending an
appearance in the Wyoming County Supreme Court.

On April 30, 2023 at approximately 6:17PM, a deputy from the Wyoming County Sheriff’s
Office conducted a traffic stop on Route 20A in the Town of Warsaw, after observing a
violation of the New York State Vehicle and Traffic Law.

The operator of the vehicle was identified as Shazly Mohamed Ramzan Mohamed.

While speaking with Ramzan Mohamed, the investigating deputy observed signs consistent with impairment. Ramzan Mohamed did submit to field sobriety testing, which he performed poorly, and was subsequently arrested for driving while ability impaired by drugs.

Ramzan Mohamed was transported to the Wyoming County Sheriff’s Office, where a Drug Influence Evaluation was conducted by a certified Drug Recognition Expert. Following the evaluation, it was the
opinion of the Drug Recognition Expert that Ramzan Mohamed was impaired by drugs,
and unable to operate a vehicle safely. Ramzan Mohamed was subsequently charged with
driving while ability impaired by drugs, driving while ability impaired by a combination of
drugs, operating while registration suspended/revoked and consumption of
cannabis/alcohol in a motor vehicle.
During the course of the investigation, Ramzan Mohamed was found to be in possession of
two adolescent grey squirrels. Deputies contacted the New York State Department of
Environmental Conservation, who responded and conducted an investigation.

Ramzan Mohamed was subsequently charged with taking a small game animal during a closed
season and possessing protected wildlife.
He was issued appearance tickets by the Wyoming County Sheriff’s Office
and the New York State Department of Environmental Conservation to appear in the Town of
Warsaw Court at a later date.

On May 1, 2023, a Wyoming County Sheriff’s deputy observed a vehicle traveling east on Route 39 in an erratic manner in the Town of Eagle, a traffic stop was performed.

The driver, Paul Tat Wing Cheng, 58, of Henrico, Virginia, was discovered to be operating the vehicle with two suspensions in New York State.

Cheng is charged with aggravated unlicensed operation in the third degree and failure to keep right.
Cheng was issued an appearance ticket and will appear in the Town of Eagle Court at a later date.

On May 3, 2023, Nicole Somers, 37, of Rochester, NY, was arrested on Route 78 in the Town of
Wethersfield, following a traffic stop.

An inquiry of Somers’ vehicle registration alerted a Wyoming County Sheriff’s deputy to Somers’ driving privileges being suspended.

Somers was the driver and sole occupant of the vehicle. The status of Somers’ driving privileges were
confirmed to be suspended 9 times on 3 dates for failure to answer summons in Monroe County.

Somers is charged with aggravated unlicensed operation in the third degree and unlicensed
operation. Somers was released with an appearance ticket and is to appear in the Wethersfield Town
Court at a later date.

On April 29, 2023, deputies responded to 4003 Route 78 in the Town of Java, after it was reported that a pickup truck had struck a house and fled the scene. Upon arrival, deputies found the house to have
taken an extensive amount of damage. Deputies located an abandoned New York license plate on
scene that belonged on the suspected pick-up truck.

After further investigation, the pick-up truck belonged to Kevin K. Ressler, 44, of Java, NY. Deputies were unable to make contact with Ressler until a few days later.

Ressler was allegedly operating his 2019 Dodge Ram on Route 78, before colliding with the residence while attempting to turn onto Minkel Road. Ressler then allegedly fled the scene immediately.

As a result, Ressler was arrested and charged with reckless driving, speed unreasonable and prudent, leaving the scene of a property damage accident, moved from lane unsafely and unsafe backing.

An accident report was filed for damages to the residence. Ressler is due to appear in the Town of
Java Court on 05/17/2023.

A trafffic stop for a brake light violation on Route 39 in the Village of Arcade, resulted in the arrest of the operator Elliot A. Morris, 21, of Collins, NY, for aggravated unlicensed operation third degree.

Morris has one active suspension on his New York State license for a failure to answer a summons out of the Town of Collins.

Morris was arrested and charged with a stop lamp violation, no front license plate and
aggravated unlicensed operation third degree.

Morris was processed roadside and given an appearance ticket on the charges. He will appear in the Village of Arcade Court on 05/25/2023.

A motor vehicle accident on May 6, 2023, on Route 39 near Camp Road in the Town of Castile, led to the
arrest of the operator, Saquayasya S. Newton, 30, of Rochester, NY.

Newton was charged with criminal possession of a controlled substance 7th degree during the traffic stop. Newton was allegedly found to be in possession of a clear plastic baggy, containing two unidentified white pills that she later admitted to deputies to being ecstasy.

Newton was arrested and charged with criminal possession of a controlled substance 7th degree, along with numerous vehicle and traffic law violations as a result of the accident.

Newton was processed and given an appearance ticket. She will appear in the Town of Castile Court on 05/22/2023.
