Perry Police Chief Michael Grover reports the arrest of Devin B. Garra, age 22, of Perry, following an investigation into a reported sexual assault that occurred in early July 2025. The investigation led to the following felony charges:
· Rape in the First Degree (New York State Penal Law §130.35(1) – Forcible Compulsion)
· Criminal Contempt in the First Degree (New York State Penal Law §215.51)
· Aggravated Family Offense (New York State Penal Law §240.75)
Garra was taken into custody without incident by Perry Police on September 9, 2025, at an apartment on Lake Street in the Village of Perry. He was arraigned the same day before the Honorable Judge Kelsey at the Perry Village Court, who issued a full stay-away order of protection and set bail at $50,000 cash, $100,000 bond, or $150,000 partially secured.
Garra was remanded to the Wyoming County Jail. The next scheduled court appearance is October 7, 2025, at 1:00 PM.

I wouldnt put it past them. They both at fault. Easy way not to pay rent.. i wish the cops would ask them what happened that friday afternoon right before memorial day 2024.when Nathalie striked that child in his face. Then lil guy was standing up for himself then Garra striked him in face also. Her cat she was screaming but she put that cat out all winter long. Hmmm and she was upset cus those boys wanted to keep n love that cat.
