Warsaw, NY — Wyoming County is excited to announce a new public-private partnership with Community Broadband Networks (CBN) to deploy a transformative broadband infrastructure project funded through the Municipal Infrastructure Program under New York
State’s ConnectALL initiative.
Governor Hochul announced that Wyoming County was awarded a $15.7 million dollar grant in partnership with CBN to build a high-speed internet network that will provide access to every household in Wyoming County through a hybrid fiber-optic and fixed-wireless network,
“Wyoming County is appreciative of Governor Hochul ‘s assistance in allowing the County to take
this major step toward closing the digital divide for the rural communities of Wyoming County
and would like to thank President, CEO, and Commissioner Hope Knight of Empire State
Development and the ConnectALL program, specifically Joshua Breitbart and his team for their
guidance and partnership in the development of this project,” Scott Schrader, Wyoming County
Administrator said.
The initiative, branded as “Speedy C.O.W.” (Community Operated WiFi), includes the
construction of a 36-mile fiber backbone and 20 strategically located points of presence across the
County. These facilities will extend broadband coverage to residents currently lacking reliable
connectivity.
CBN—headquartered in the Tops Plaza in Warsaw—will serve as both the Internet
Service Provider and executing partner, responsible for customer support, network management,
and construction of the new network.
“The Wyoming County Board of Supervisors, through the Wyoming County Administrator saw a
vision, and CBN is proud to partner with the Wyoming County to bring that vision to life,”
said James Orioli, Chief Operating Officer of Community Broadband Networks. “CBN is
committed to providing exceptional customer service and reliable high-speed internet to residents
who have previously lacked affordable or accessible connectivity.”
Speedy C.O.W. is designed to foster digital inclusion by providing affordable high-speed internet
access that supports remote work, education, and telehealth across the County. The program
features low-income plans starting at just $14.99 per month for 100 Mbps service, with standard
packages ranging from $36.99 to $69.99 per month, depending on speed tier.
“Community Broadband Networks has been extremely proactive throughout the planning and
development of this initiative,” said Scott Schrader, Wyoming County Administrator. “We are
eager to begin construction and look forward to delivering this essential service to our residents.”
Construction of the Speedy C.O.W. network is scheduled to commence in December 2025, with
subscriber connections expected to begin in early 2026.
