PERRY, NY- Chief Michael J. Grover reports the arrest of Eric R. Ryan, 45, following an investigation into an ongoing neighbor dispute.

On March 9, 2026, Perry Police reviewed security camera footage documenting a repeated pattern of behavior occurring for almost 2 months straight, in which Ryan allegedly directed actions toward a neighboring residence.

Incidents included shining bright lights at the home, staring directly into security cameras while making obscene gestures toward the cameras, playing loud music, and following a neighbor along the property line while the neighbor was outside letting their dogs out. The behavior reportedly began after the neighbors asked him to take bright flashing Christmas lights down that were still up after the holidays.

In one incident captured on video, a digital assistant device inside Ryan’s garage could be heard stating, “Playing songs to piss off my neighbor.”

Following the investigation, Ryan was arrested and charged with Stalking 4th degree and Harassment 2nd degree. He was processed and arraigned in Perry Village Court and released on his own recognizance. An Order of Protection was issued.

Ryan is scheduled to return to court on April 14, 2026, at 1:00 PM.

  1. It’s always a damn shame when two neighbors resort to petty bullshit instead of working it out. The real kicker is that this bozo’s house was the most absurdly decorated house in the whole village. It’s tacky as hell, and the poor neighbor was just asking him to take them down in MARCH.

    Ooof.
