City of Batavia Police have charged James A. Hough, 43, of Harvester Ave., Batavia, with felony DWI (previous conviction within 10 years), refusal to take a breath test and moving from a lane unsafely after flipping his car on Richmond avenue on December 17, 2016.
Hough was allegedly operating his car in an intoxicated state.
