On Feb. 2, 2020, a Sheriff’s deputy was traveling west on Genesee Road in the Town of Arcade, when he came upon a disabled vehicle that had broke down in the driving lane on the crest of a hill.
After speaking with the driver, Harlan Locking, 47, of Hamburg, NY, it was discovered that the vehicle had an expired inspection since April 1, 2017. The vehicle however, displayed a valid inspection sticker.
Further investigation revealed that Locking had a revoked license due to previous DWI convictions. He was also supposed to have an interlock device, which he did not have.
Locking is charged with misdemeanor charges of interlock restriction violation, aggravated unlicensed operation 2nd, displaying forged inspection and other vehicle and traffic infractions.
He is to answer the charges on February 6, 2020 in the Town of Arcade Court. Locking’s vehicle was towed from the scene.
Brandon E. Matteson, 25, of Warsaw, was arrested following a traffic stop on Webster Road in the Town of Middlebury February 1, 2020. Matteson was pulled over for traffic infractions, and during the traffic stop Matteson was found to have a revoked driver’s license from multiple DWI related revocations and failure to pay a fine.
A subsequent search of the vehicle led to the discovery of five wax paper pouches allegedly containing suspected heroin. Matteson was arrested and charged with:

Aggravated Unlicensed Operation in the Second Degree
Aggravated Unlicensed Operation in the Third Degree

Matteson was taken to the Wyoming County Sheriff’s Office for processing. He was issued an appearance ticket and is scheduled to answer the charges on February 10, 2020 in the Middlebury Town Court.
Stefanie R. Flint, 49 of Perry, was arrested following a traffic stop in the Village of Perry on February 1, 2020. Flint was stopped by a Wyoming County Sheriff’s Office Deputy after the vehicle she was operating was found to have a suspended registration due to an insurance lapse.
During the roadside interview with Flint, she showed signs of consuming alcohol prior to driving. Flint submitted to field sobriety testing and was subsequently arrested for DWI.
Flint submitted to a breath test and was charged with operation with registration suspended, DWI, and driving with a BAC of .08 or more. Flint was released with appearance tickets returnable to the Village of Perry Court on February 4th.
Assisting with the arrest were Perry Police Officer Smith and Officer Croll. The Wyoming County Probation Department was also involved due to Flint being on probation for Welfare Fraud in the 5th degree.
Queen E. Reid, 30, of Buffalo, was arrested following a traffic stop on Dunbar Road in the Town of Attica on February 2, 2020. Reid was stopped for equipment infractions, and Reid was the found to allegedly be in possession of concentrated cannabis and marijuana.
Reid was taken into custody following field sobriety testing and taken to the Wyoming County Sheriff’s office for a drug influence evaluation by a Drug Recognition Expert. Reid was found to allegedly be impaired by cannabis and was subsequently charged as follows:

Unlawful Possession of Marihuana in the Second Degree

Driver’s View Obstructed
Reid was issued a uniformed appearance ticket and scheduled to appear in the Town of Attica Court on February 3, 2020 to answer the charges
