WYOMING COUNTY SHERIFF’S REPORT/Pavilion woman charged after two vehicle accident in Covington

On December 20, 2020, at about 3:27p.m., the Wyoming County Sheriff’s Office 911 Center received the report of a two car head-on motor vehicle accident with injury on Old State Road near Silver Lake Road, in the Town of Covington. It was also reported that one of the drivers was entrapped in the vehicle and could not get out.

Deputies responded to the scene and observed two vehicles that had collided on the north shoulder of the westbound lane on a blind curve. Deputies freed the entrapped driver and both drivers were medically evaluated by Perry and Monroe Ambulances.

The eastbound vehicle appeared to have swerved into the westbound lane, causing the head on collision. While interviewing the driver of the eastbound vehicle, later identified as Joanne Harper, 56, of Pavilion, the deputy observed several indicators of possible drug impairment and began a roadside DWI investigation.

Following standardized field sobriety testing, Harper was placed under arrest for driving while ability impaired by drugs and transported to the Attica Police Department for a drug influence evaluation to be conducted by a NYS Certified Drug Recognition Expert.

Following the evaluation, it was the DRE’s expert opinion that Harper was under the influence of multiple different drugs and could not operate a motor vehicle safely.

Harper was charged with failure to keep right, DWAI/Drugs and DWAI/ Drugs Combo. Harper was released with appearance tickets and is scheduled to appear in the Town of Covington Court at a later date.

A deputy from the Wyoming County Sheriff’s Office received a traffic complaint of an erratic driver traveling eastbound on Route 20A on January 1, 2021.

Deputies located the vehicle and observed the vehicle failing to dim its high beams and move from the lane unsafely. The operator was identified as Andrew Burr, 39, of Horseheads, NY. Burr showed multiple signs of impairment. After a roadside investigation, he was arrested for DWAI/ drugs.

A drug influence evaluation was performed by a NYS DRE from the Arcade Police Department. It was the DRE’s expert opinion that Burr was under the influence of multiple drug categories and unable to operate a motor vehicle safely.

Burr was charged with failure to dim headlights, moving from a lane unsafely, driving while ability impaired by a drug, driving while ability impaired by multiple drugs and criminal use of drug paraphernalia.

Deputies responded to Route 19 in the Town of Gainesville for a report of a vehicle off the roadway on December 26, 2020. Deputies met with the driver of the vehicle, Terry P Otis. Otis, 46, of Warsaw. Otis advised that he was on his way home from an establishment in Gainesville and that he had been drinking alcohol while at the bar.

Otis was found to be impaired by alcohol and placed under arrest.

Otis provided a breath sample while at the Sheriff’s Office which showed him to have a BAC of .08% or more. Otis was charged with driving while intoxicated, operating with a motor vehicle with a BAC .08% or more, and moving from lane unsafely.

Otis was released with appearance tickets and is to appear in Gainesville Town Court at a later date to answer to the charges.

Deshawn A. McLean, 28, of Bridgeport, CT, was arrested following a traffic stop on Route 20A in the Town of Sheldon on January 1, 2021.

McLean was stopped for speeding and was found to have 11 total suspensions/revocations on his NYS driver’s license.

McLean was issued traffic tickets for aggravated unlicensed operation 3rd , unlicensed operator, speeding in a zone, tinted windshield, and tinted side windows. McLean was issued an appearance ticket to answer the tickets in the Town of Sheldon Court on January 18, 2021.

    My mother Joanne Harper was not under the influence and that’s why we have the drug screening test results and bac report proving she wasn’t. Also both of these items came from the Attica police station them selves. Also she was released because the judge they called said they had nothing on her to let her go. So yet again the wonderful news station only reports what they want and never gets to the truth. Great way to piss people off

  2. The information in the above report was received in the form of a press release from the Wyoming County Sheriff’s Department. Did the Judge drop all charges in the case?

So your saying your mother didn’t do anything hmmm 🤔 so the police have study law and know when someone is under the influence.but yet there liars and everything is all good wonder what the other drivers will have to say in court , people like that shouldn’t be driving and I hope the doctors take all her meds away if she has them legally and hopefully her drivers license too keep the roads safe !!!
