Chief Michael J. Grover reports the arrest of a Castile man for criminal contempt in the second degree
following an investigation by the Perry Police Department.
Following a recent history of domestic disturbances, John C. Stout, no age or address provided, was served a Family Court
Order of Protection by Judge Mohun, which included the surrender of firearms, on December 27, 2021.
One day later, Sergeant Russell responded to a Village of Perry residence to find that Stout had allegedly
lied to a local tow company to have a vehicle towed away, citing that the vehicle was
experiencing mechanical issues. Sergeant Russell advised the tow company that the vehicle was the property of the protected party as well as Stout and could, therefore, not be removed by Stout.
Within 10 minutes, the tow truck arrived back at the residence where the Perry Police Department again responded to the scene to halt a second attempt at removing the vehicle. As Stout was utilizing the tow company as a third party to contact and harass the victim twice within a matter of minutes, it was determined that he had violated an Order of Protection.
Charges were immediately filed while Stout simultaneously left the area for South Carolina.
According to the Perry Police Department, when Stout was contacted by phone that an arrest warrant had been issued, he replied, “Good you better come find me.”
In the days leading up to his arrest, Stout made several comments through direct emails to the Perry Police Department and social media interactions that threatened law enforcement and showed a pattern of irrational behavior according to the Perry Police Department. A Law Enforcement Bulletin was immediately distributed to all local and South Carolina Law Enforcement advising officers of the threatening behavior.
On January 1, 2022, Perry Police Officers became aware that Stout was traveling back to the region by plane to
the Buffalo-Niagara International Airport. At approximately 7:00p.m., Officer David Spink, aided by the Niagara
Frontier Transportation Authority Police, arrested Stout in the terminal immediately after disembarking from his
plane without further incident to avoid further confrontation or evasion.
Stout was arraigned in front of the Honorable Judge Kelsey and committed to the Wyoming County Jail on $10,000
bail. Stout is scheduled to appear in the Village of Perry Court on January 11, 2022.
