WYOMING COUNTY SHERIFF’S REPORT/Pair from Puerto Rico charged with money laundering after traffic stop/Brooklyn man charged after 70-mile-high speed pursuit

Two residents of Puerto Rico were arrested on March 10, 2022, on Route 20A in the Town of Perry following a traffic stop by the Wyoming County Sheriff’s Office.

Xiomara I. Morales-Suarez, 27, and Alexis Velazquez-Mendez, 40, both of Mayaguez, Puerto Rico were stopped by Wyoming County Sheriff’s Office Sergeant Chase near the hamlet of Perry Center, after the vehicle was observed running a red light.

A roadside investigation and interview led deputies to believe that Morales-Suarez and Velazquez-Mendez were involved in multi-state criminal activity.

With the assistance of Genesee County Sheriff’s Office Deputy Mullen and his K9 partner FRANKIE, a search of the vehicle was completed. Located concealed inside of the vehicle was a large sum of US currency, near the amount of $60,000. The currency was concealed, wrapped, packaged, and in denominations consistent with illicit funds.

The currency was seized by deputies as evidence and both Morales-Suarez and Velazquez-Mendez were arrested and transported to the Wyoming County Sheriff’s Office for processing. They were both charged with money laundering in the 4th degree, a class E felony, and released with appearance tickets returnable to the Town of Perry Court on March 30, 2022.

The case is still currently being investigated.

On March 20, 2022, at 4:09PM, Sergeant Chase of the Wyoming County Sheriff’s Office had stopped a 2018 Range Rover on Route 20A in the Town of Perry for a side window and windshield tint violation. The vehicle was found to be occupied by three New York City residents. During the course of the traffic stop, it was determined that two passengers had been consuming marijuana inside of the car.

Tequan T. Robinson

A front seat passenger in the vehicle, later identified as Tequan T. Robinson, 22, of Brooklyn, provided the deputy with a fake name and date of birth in an attempt to conceal his identity. Robinson, along with the vehicle driver, Dimitiris S. Philemon, 24, of Brooklyn, were requested out of the vehicle for further interview. It was determined Robinson continued to provide false information in regard to his identity.

While attempting to place Robinson in custody, Robinson was able to break free and a short pursuit to the Range Rover ensued. Taser deployment was used in order to prevent Robinson’s escape but was unsuccessful. Robinson was able to enter the driver’s seat of the vehicle and take off with a female passenger still inside. The vehicle was observed traveling into Livingston County (Town of Leicester) towards Pine Tavern (State Route 39/ State Route 20a intersection).

The original driver, Philemon, remained roadside and was detained.

Wyoming County Sheriff’s Dispatch was advised of the fleeing Robinson, who in turn requested the Livingston County Sheriff’s Office and Mount Morris Police Department to be on the lookout for the vehicle.

The Livingston County Sheriff’s Office along with the Mount Morris Police Department and Dansville Police Department, did pursue the vehicle into Steuben County. The additional passenger was let out of the vehicle in Dansville and detained. The vehicle and Robinson were ultimately taken into custody by New York State Police in Painted Post, approximately 70 miles from the initial traffic stop.

Robinson was being held in the Livingston County Jail on numerous charges within their jurisdiction and upon his release, was turned over to Wyoming County Sheriff’s Office deputies.

Robinson is charged with reckless endangerment 1st, resisting arrest, unauthorized use of a motor vehicle, false personation, reckless driving, aggravated unlicensed operation 3rd, and multiple vehicle and traffic violations.

Robinson was arraigned in the Town of Warsaw Court where he was remanded to the jail on no bail, due to having three prior felony convictions. Robinson also has multiple warrants for his arrest out of the Bucks County Sheriff’s Office in Pennsylvania, Ocean County Sheriff’s Office in New Jersey, Wall Township Police Department in New Jersey, and Miami Dade Police in Florida.

Robinson is scheduled to appear in the Town of Perry Court on April 6, 2022.

Philemon was issued traffic citations for side window tint and windshield non transparent and released.

Also assisting with the investigation was the Perry Police Department and New York State Police out of the Warsaw Barracks.

Jennifer J. Tones, 34, of Perry, was arrested following a two-vehicle collision on Silver Lake Road at the intersection with Route 20A in the Town of Perry on March 10, 2022.

Wyoming County Sheriff’s deputies responded to the scene of a reported collision between two vehicles. Upon arrival, it was found that Tones was the driver of a vehicle which had collided into the rear end of another vehicle at the stop sign. The driver of the lead vehicle was transported to United Memorial Medical Center in Batavia, for non-life-threatening injuries by Perry Ambulance.

Throughout investigation at the scene, Tones was observed to be displaying multiple general indicators of drug impairment. Tones performed poorly on standardized field sobriety testing at which time she was arrested for DWAI Drugs. Tones was transported to the Wyoming County Sheriff’s Office where she was evaluated by a Drug Recognition Expert. Following the evaluation, Tones was found to be impaired by multiple categories of drugs and unable to operate a vehicle safely.

Tones is charged with DWAI/drugs, DWAI/Combined Influence of Drugs, following too closely, and failed to notify DMV of address change. Tones was issued an appearance ticket to answer the charges in Perry Town Court on March 23, 2022.

Brandi N. Royse, 34, of Warsaw, is facing numerous charges following a traffic stop in the Village of Warsaw on March 27, 2022. Royse was stopped by the Wyoming County Sheriff’s Office after she was observed driving erratically and having an active warrant for her arrest.

Following a roadside interview, Royse was placed under arrest for DWI and transported to the Wyoming County Sheriff’s Office. There, Royse submitted to a breath alcohol test and drug influence evaluation by a Drug Recognition Expert. Royce was found to allegedly be impaired by the combination of alcohol and drugs.

During the traffic stop, Royse also had a 14 year old passenger in the vehicle, making the arrest a felony under Leandra’s Law.

Royse is charged with aggravated DWI-child in vehicle, DWAI/drugs, DWAI/Combination of Drugs/Alcohol, DWAI/alcohol, endangering the welfare of a child, and numerous vehicle and traffic violations. Royse was processed and issued an appearance ticket returnable to the Village of Warsaw Court at a later date.

Royse was then turned over to the Perry Police Department on their Bench Warrant for failure to appear on previous DWAI-Drugs arrest.

The Warsaw Police Department assisted at the scene.
