WYOMING COUNTY SHERIFF’S REPORT/July 19, 2023

On June 22, 2023, deputies from the Wyoming County Sheriff’s Office responded to a
residence in the Town of Warsaw for a domestic violence incident. After an investigation, Joseph E.
Richardson, 37, of Warsaw, NY was placed under arrest.

Richardson is charged with menacing 2nd degree, criminal possession of a weapon 4th degree, criminal
possession of a weapon 3rd degree, aggravated family offense and aggravated harassment 2nd degree.

Richardson was arraigned and held without bail at the Wyoming County Jail. He appeared in the Town of Warsaw Court on July 10th, 2023.

Alyssa K. Phillips, 30, of Rochester, NY was arrested following a traffic stop on Route 246 in the Town of Perry on July 15, 2023.

Phillips was stopped for having an expired inspection and found to have 6 active suspensions on
her driver’s license for failure to answer a summons.

She is charged with uninspected motor vehicle, unlicensed operation, and aggravated unlicensed operation in the 2nd degree.
Phillips was issued an appearance ticket for all charges returnable to the Town of Perry Court on
August 2nd, 2023.

On July 14th, 2023, at about 12:57a.m., a deputy with the Wyoming County Sheriff’s Office was
patrolling westbound on Route 20A, in the Town of Warsaw, when a black SUV was
observed traveling eastbound with a tail lamp out.

A vehicle and traffic enforcement stop was conducted on West Buffalo Street near Bishop Street, and the driver of the vehicle was identified as Joseph D. Matarese, 29, of Addison, NY. A DMV data check showed Matarese’s license was suspended four times on three separate dates.

Matarese is charged with aggravated unlicensed operation of a motor vehicle in the 2nd degree, unlicensed operator and no/inadequate tail lamps. Matarese was released with an appearance ticket and is scheduled to appear in the Town of Warsaw Court at a later date.

Wyoming County Sheriff’s Deputies responded to the area of Chaffee Road and Curriers Road in
the Town of Java on July 7, 2023, after receiving several calls about a male in the roadway yelling and causing a scene.

While responding, more calls were received advising the male was now outside with a
shotgun and threatening to shoot the family next door. Upon arrival, Jacob Wilson, 44, of Java,
was located outside of his residence. After speaking to all parties involved and numerous witnesses,
it is alleged that Wilson made threats of shooting the family in front of several children who were
present at the time.

Wilson was arrested and charged with menacing 2nd degree and two counts of endangering the welfare of a child.

Wilson was arraigned on the charges and released on his own recognizance. He is to appear in the Town of Java Court at a later date.

On July 12, 2023, at about 5:05a.m., a deputy with the Wyoming County Sheriff’s Office was
patrolling westbound on Route 19 in the Town of Covington, when a white SUV was
observed traveling northbound on Wyoming Road and failed to stop at the stop sign at
Route 19 before turning eastbound.

The deputy pursued the vehicle and initiated a vehicle and traffic enforcement stop on Route 19 near Silver Lake Road.

The driver of the vehicle was identified as Matthew A. Flugel, 28, of Warsaw, NY. A data check showed Flugel’s license was suspended in New York for failure to answer a summons, in the Town of Barre.

Flugel is charged with aggravated unlicensed operation of a motor vehicle in the 3rd degree
and failure to stop at a stop sign. Flugel was processed roadside and released with an
appearance ticket and is scheduled to appear in the Town of Covington Court at a later date.

On July 12, 2023 at about 11:34p.m., a Wyoming County Sheriff’s Office deputy stopped a
vehicle on French Road in the Town of Bennington for an expired inspection.

After a DMV check, it was found the driver of the vehicle, Elionel Cosme-Santiago, 32, of Collins, NY, had a suspended New York State driver’s license for failure to answer a summons.

Cosme-Santiago was arrested and charged with aggravated unlicensed operation in the third degree and
other traffic infractions. Cosme-Santiago was released on appearance tickets and is to appear in
Bennington Town Court on July 31, 2023.

On July 12, 2023, at approximately 5:08 a.m., a Wyoming County Sheriff’s Office deputy stopped a
vehicle on Route 63 in the Town of Covington for a lighting violation. After a DMV check, it was
found the driver of the vehicle, Wendel Richard, 38, of Kendall, NY, had a suspended New York State driver’s license for a total of 8 suspensions.

Richard was arrested and charged with aggravated unlicensed operation in the second degree and other
traffic infractions. Richard was released on appearance tickets and is to appear in Covington Town Court
on July 31, 2023.
