WYOMING COUNTY SHERIFF’S REPORT/Buffalo man accused of causing physical injury to a child

On December18, 2023, Cameron Youngs, 33, of Buffalo, NY, was arrested and charged with one count of Assault in the second degree, a class D felony, and Endangering the Welfare of a Child, a class A misdemeanor.

Youngs is accused of intentionally causing physical injury to a 6-year-old child on December 12, 2023 in Perry.

He was arraigned in Warsaw Town Court and committed to the Wyoming County Jail on $5,000
bail or $10,000 bond.

He is scheduled to appear in Arcade Court on January 11, 2024.

Wyoming County Department Child Protective Services and the Child Advocacy Center assisted with the
investigation.

On December 27, 2023, Rodrigo Domingo-Nolasco, 21, of Guatemala, was arrested and charged with one count of Rape in the third degree, a class E felony. He was arraigned in Warsaw Town Court and committed to
the Wyoming County Jail on $15,000 bail or $30,000 bond.

Domingo-Nolasco is accused of having sexual intercourse with a 15-year-old child on December 27, 2023 in Perry.

Domingo-Nolasco is scheduled to appear in Perry Court on January 3, 2024.

On December 5, 2023, at approximately 3:53p.m., a deputy from the Wyoming County
Sheriff’s Office conducted a traffic stop on Route 19A in the Town of Gainesville, after
observing violations of the New York State Vehicle and Traffic Law.

The operator of the vehicle was identified as Jason A. Barnhart, 36, of Batavia, NY. During the course of the investigation, Barnhart was found to allegedly be operating with a suspended New York State non-driver ID.

During the investigating, the deputy also observed signs of possible impairment, and requested Barnhart to submit to Standardized Field Sobriety Testing. Barnhart performed poorly and was subsequently arrested for Driving While Ability Impaired by Drugs.

Barnhart was transported to the Wyoming County Sheriff’s Office, where he was evaluated by a certified Drug Recognition Expert (DRE). It was the opinion of the DRE that Barnhart was allegedly impaired by multiple drug categories, and unable to operate a vehicle safely.

Barnhart was charged with Driving While Ability Impaired by Drugs, Driving While
Ability Impaired by a Combination of Drugs, Aggravated Unlicensed Operation in the third
degree, Unlicensed Operator, Failed to Keep Right and Moved from a Lane Unsafely.

Barnhart was issued an appearance ticket, as the charges did not qualify for arraignment under the New
York Justice Reform Act. Barnhart is scheduled to appear in the Town of Gainesville Court at a
later date.

Deputies responded to Dollar General in the Town of Arcade for a report of a larceny in progress
from the store on December 6, 2023. Before Deputies arrived on scene the suspects were reported to have fled in a vehicle.

After an investigation, it was discovered that Drew A. Smith, 26, and Gabriel Kollatz, 28, both of Caneadea, NY, had allegedly stolen multiple items from the store. Both Smith and Kollatz were confronted outside of the store by the store manager and an off-duty New York State Correctional Officer. The items were returned to the store manager.

A warrant for Smith and Kollatz was issued by the Town of Arcade Court for petit larceny and
was executed on January 2, 2024.

Smith and Kollatz were issued appearance tickets and are to return to the Town of Arcade Court
on January 18, 2024 at 3:00p.m.

On December 15, 2023, at about 12:35a.m., a deputy with the Wyoming County Sheriff’s Office was
conducting traffic control on Suckerbrook Road in the Town of Perry, for a tree down blocking the
southbound lane, when a darker colored Ford pickup truck was observed traveling northbound,
approaching the scene.

The pickup truck pulled off onto the east shoulder of the roadway and stopped but proceeded towards the scene and eventually slowly drove past the deputy’s patrol vehicle that was positioned in the southbound lane, facing south, with its emergency light activated.

After passing the patrol vehicle, the pickup truck went off the east shoulder of the roadway and came back across the double solid center line before turning westbound onto Route 20A. Other officers in the Warsaw area were notified to be on the lookout for the vehicle as the deputy conducting traffic control believed the driver was possibly intoxicated.

At around 12:48a.m., the deputy conducting traffic control was standing outside of his patrol vehicle
while the Wyoming County Highway Department worked on clearing the tree from the roadway. A blue
Ford F-350 traveling southbound pulled up next to the deputy and stopped in the middle of the
northbound lane without being directed to stop, and asked the deputy what was going on.

The deputy immediately recognized the vehicle and the driver, later identified as Gretel M. Kizer, 33, of Perry, NY, and vehicle mentioned above.

After a roadside interview, Kizer was asked to perform standardized field sobriety tests, which she agreed to do.

Following standardized field sobriety testing, which Kizer performed poorly, she was placed under arrest,
and transported to the Warsaw Police Department, where she submitted to a Datamaster DMT certified
breath test, which showed Kizer had a BAC above the legal limit.

A data check also showed Kizer’s license was suspended for failure to answer a summons, in the Town of Warsaw, dated 08/26/2023.

Kizer was charged with Driving While Intoxicated, Driving w/.08% BAC or Greater, Aggravated Unlicensed Operation 3rd Degree, Moving from a Lane Unsafely, Driving Left of Pavement Markings, Stop/Stand/Park on Pavement and Refusal to take Pre-Screen Breath Test.

Kizer was processed and released on an appearance ticket and is scheduled to appear in the Perry Town Court at a later date.

Following a traffic stop for a speeding violation on Perry Road in the Town of Sheldon on December 11, 2023, the vehicle operator, Jason M. Vogel, 38, of Tonawanda, NY, was charged with Aggravated Unlicensed Operation in the second degree.

Vogel was showing to have eight active suspensions on his license on four different dates.

He was processed roadside and issued an appearance ticket to appear in the Town of Sheldon Court on January 8, 2024.

The fact that a defendant has been charged with a crime is merely an accusation, and the defendant is
presumed innocent until and unless proven guilty.
