The Wyoming County Sheriff’s Office announces multiple arrests following a detail targeting
crimes in progress.
On February 9, 2024, the Wyoming County Sheriff’s Office conducted a detail along State Route
20A with the purpose of identifying and apprehending crimes in progress. Funding for the detail
was secured through the United States Department of Homeland Security, the Federal Emergency Management Agency’s [FEMA] Operation Stonegarden Grant Program [OPSG], and
the New York State Division of Homeland Security and Emergency Services [DSHES].
Assisting with the detail were units from the Warsaw Police Department, New York State Police,
Homeland Security Investigations Buffalo, and United States Border Patrol K9 Unit.
Throughout the detail, forty-five [45] traffic stops were conducted, which resulted in three [3]
criminal arrests and multiple traffic citations throughout four [4] townships.
Justin D. Moscato, 31, of Lockport, NY, was arrested following a traffic stop on Rt.
20A in the Town of Warsaw. Moscato was found to allegedly be in possession of Cocaine over 500mg, three [3] crack pipes, and other drug paraphernalia. Moscato was also evaluated by a Drug
Recognition Expert and found to allegedly be impaired by drugs. Moscato was charged with Criminal
Possession of a Controlled Substance in the Fifth Degree [Class D Felony], Criminally Using
Drug Paraphernalia in the Second Degree, Driving While Ability Impaired by Drugs, and Following Too Closely. Moscato was arraigned in Warsaw Town Court, where he was released due to not qualifying for bail. Moscato is scheduled to appear in court on March 4, 2024
Jamaal Rice, 43, of Buffalo, NY, was arrested following a traffic stop on Rt. 20A in
the Town of Perry. Rice was stopped for a traffic infraction when he was found to be driving
with nine [9] total suspensions on his driver’s license. Rice was charged with Aggravated
Unlicensed Operation in the Third Degree and Side Windows Non-Transparent. Rice was issued
an appearance ticket and scheduled to answer the charges in the Town of Perry Court on March
6, 2024.
Daniel R. Cian, III, 23 of Deposit, NY, was arrested following a traffic stop on Rt.
20A in the Town of Sheldon. Cian was stopped for a traffic infraction when he was found to be
driving with six [6] total suspensions on his driver’s license. Cian was charged with Aggravated
Unlicensed Operation in the Second Degree and Obstructed Plate. Cian was issued an
appearance ticket and scheduled to answer the charges in the Town of Sheldon Court on
February 19, 2024.
A 20-year-old resident of Brooklyn, NY, was stopped for operating with a suspended out of state
registration. The individual was found to be operating the vehicle without any driver’s license,
registration or insurance, and that they had switched the plate from another vehicle onto their
vehicle. The individual’s vehicle was towed from the scene, and they were issued traffic
citations for Unlicensed Operator, Improper Plates, Unregistered Motor Vehicle, and Uninsured
Motor Vehicle. The individual was scheduled to answer the charges in the Town of Orangeville
Court on March 13, 2024.
