BATAVIA/Det. Sgt. retires from Police Department, citing changes in bail reform and discovery law that take away victim’s rights, handcuffing law enforcement

The recent changes to cash bail and discovery laws in NYS was all the reinforcement that Det. Sgt. Kevin Czora needed to announce his retirement.

After 20 years at the Batavia Police Department, Czora will walk away from law enforcement, recharge his batteries for a while, then find something outside of law enforcement to keep him busy.

The Amherst native says, mentally it was a good time to leave law enforcement.

“I have accomplished more than I could have ever hoped to have accomplished in a career, and really the changes that are going on in Albany are handcuffing what law enforcement is going to be able to do. I think that there is going to be chaos on the streets. Too much change, this is the right time to go,” says the 51 year old Czora.

Czora says its not just law enforcement that feels this way about the changes in the cash bail and discovery laws that take effect in 2020.

“It’s the DA’s Office, I’m hearing things from judges, its going to be potentially devastating changes for NYS, I truly believe that.”

Czora agrees that everybody’s rights need to be protected.

“They are taking rights from the victims and giving it the perpetrator and that goes against everything that society stands for.”

Czora, who has dealt with many victims in many different types of crimes says he feels deeply for the victims who will be re-victimized.

“Its going to reflect in everything that you do, whether its an investigation or communicating with victims or the community in general, that’s where it all starts. If you got it in your heart and you truly care about what you do, it will reflect everywhere else.”

When asked about filling his shoes at the Department?

There are a lot of people that can fill the role, says Czora.

“I have all the confidence in the men and women who serve, I don’t have any concern at all.”

Sgt. Matt Lutey will replace Czora on January 7th.

When Chief Shawn Heubusch first met Czora in 2012 he was a detective.

“Right away I knew Kevin was going to be the go to guy, very knowledgeable, he didn’t have any worries about trying new things or different techniques or tactics, he has always been an innovator,” says Heubusch.

Heubusch has enjoyed working with Czora.

“The professionalism and integrity he brings to the department is bar none.”

Czora still loves his job even though he is retiring.

“There is part of me that regrets stepping away, what makes it hard is that I still love doing what I do. I appreciate and care about the law enforcement in this area, the good relationships. These are things that I will take with me forever, its a special department, I’m gonna miss it.”
